Wiper Issue

Wiper Issue
For a while now I have had this issue and it just recently got worst. The issue is that on the first and second turn of the arm, the wiper doesn't move at all, the wiper only works on the max setting. I have already replaced the arm which I had thought was the issue but didn't end up being the issue. I'm picking up my new relay today hoping that is the issue. When its on max and I turn it down one it gets stuck where ever it is and I need to flip it to max and time it properly to get it down to the bottom.
Any Ideas?

Thanks a lot! It turned out to be the wiper relay. There is two relays for the wiper, one for (1/2 Wiper Setting) and another for (Wiper On/Off) both relays are the same, so I grabbed my part from the dealer today replaced wiper relay L (1/2 Wiper Setting) and it works perfect again. Damn guys at the dealer wanted me to do a 1-2hr diagnostics and wouldn't recommend me trying the $20 part first.
