Help with new tensioner

After installing the new tensioner, it is not tensioning? Are these sent locked for installation and then you have to release it to tension?

Further inspection does indeed find a pin that must be removed.

All working as it should. It sucked the original plastic pulley sheered off while driving home from work, but I did manage to get home before the battery drained. Now with the new one on, I'm off to work.
