Oil film on outer window frame??

Oil film on outer window frame??
This is really strange. I don't wash my car much by hand because I live in an aparment complex. So, I usually pass it thru the power washes once every two weeks at the gas station.
Lately I have noticed a dry oily film that reflects off the outer frame around the window (the shiny black plastic portions). I can't seem to wipe it off with anything.
Does anybody else have this problem? Any recommendations on how to remove it?
