rear forlight question

rear forlight question
I searched through the threads and I'm more confused then before, so hoping someone can help me out.
My car threw an error message this morning: Tail Lamp, R Check Lamps! Substitute Lamp On.
Determined it was a little R5W bulb, replaced it... Good to go.
But while i was going through all the light functions to figure out which one was bad, i noticed that only the drivers side rear foglamp seemed to light up when activated. The passenger side, didn't seem to do anything at all, despite there actually being a bulb in that spot.
Some of the threads state that there is not passenger rear foglight, only driver side. Is that true? If so what is the point of the bulb that doesn't seem to light up?

It's to confuse owners who don't read their manuals, obviously. 
Yes, it only lights up on the "driver's" side - don't forget that that side is the passenger's side of the car in some countries.
