Code P0717 mixed reviews

Car:
2007 C230 Sport 7-speed A/T

Code:
P0717 Turbine Speed Control No Output (something like that)

Info:
The car has 73k and I just purchased it about a month ago. I had been reading a lot on the importance of the A/T Service and truly doubt it has been done previously. But as I was doing some around town driving, nothing harsh, all of a sudden it wouldn't shift. Pulled over, turned off the car, researched the forum, cleared the code, turned the car on and it drove fine there after. It had been a rather cool day but I had been driving in Sport mode the last week or so.

So before I condemn the conductor plate. Could this code be a result of not changing the fluid, the level being incorrect (not saying it is, but I'm not sure it isn't) or once this happens it IS that conductor plate and valve body.

Considering I just bought all the stuff to do the service. I would rather not do all that work, waste the parts/fluids, just to have the dealer do it all over again as part of the valve body/conductor plate repair.

Will the fluid be drained or pan removed as part of the repair?

I just want to be prepared for what the dealer might try and throw at me. I know I'm looking at something around 800-1200?

I think I might be asking too much.

Could this just be an intermittent issue caused by lack of service and once done the problem should resolve or once the problem starts it's over.
