The fan should always run if the AC is turned on but not at high speed unless hot.
Has the car just started doing this? You really need to run a fan simulation with a Star. The fan controller which is on a fly lead from the fan might be toast. If so you need a new fan assembly. Controller is not available separately.
Does your AC work properly & is your temperature gauge working normally? Both temperature sensors can effect fan behaviour.

Both ac & temps seem ok but fan has been running at high speed for over a year with a short spell of not running at high ! but only for a matter of days ! Merc dealer siad I would possibly require a new fan ? But it's working so why renew it! Albeit noisy.
