Could it be faulty EIS??

Could it be faulty EIS??

The a/c blower in my brother's pre-facelift W203 stopped working. The indie a/c technician checked and said the motor is jammed. He checked the fuse in the dash and found the fuse was blown and the holder slightly melted. After he replaced the fuse and used a donor blower motor, the car starts and runs well. But the blower still not working, no horns and none of the instruments/gauges work. He did some diagnosis with his laptop attached to OBD socket and concluded it was the EIS that was giving the problem. He also noted the fuel gauge works when the key is on but once the car starts, it goes to zero. He got a complete donor unit, keys, ECU and EIS from another car and says all were working normally.
All my reading from this forum and others seem to suggest that if the EIS is faulty, I should not be able to even turn the key, let alone start the car. Could somebody please enlighten me. The Vin # is WDC 203 046 2R 094861
