No power anywhere after dash out

No power anywhere after dash out
I'm changing the heater core and went through the process of removing the dash. I wanted to verify where its leaking and went to turn the car on, but there's no power anywhere. Checked all fuses, battery is ~13v....
There's no connection at the obdii port, no lights come on. I didn't remove any ECUs, any help is appreciated!

There's nothing attached to the upper dash other than the instrument cluster and the passenger side airbag.
Obviously something got disconnected. Make sure you understand how each connector clicks into place. Some may have a lever or a sliding lock.
You didn't touch the ECU connector?

Nope, ecu connects at air filter under hood. I did disconnect and re seat the ecu cables AFTER I posted this and had nothing come on inside.
I did see moisture in the footwell. I'm thinking now something or somethings got wet and that's the culprit. Hopefully adding power didn't short anything out.
