No ECU tune is going to give a 220HP car the feel of a 300HP car.

Even in a 500HP car, the gains are only about 10-20HP.
This makes it still a driver's race with same model vehicles as vehicles from the factory can be stronger than others bone stock.
BTW, were you the member who was chipped early on and said the car felt much more powerful?

You were honestly expecting to feel an increase from 228hp to 241hp? That is a 13hp increase at the crank! The only way to measure such an increase is to do a before/after dyno. I don't think even Michael Schumacher would be able to feel a 13hp increase

Don't really have to be a guru to know why. Combustion engines make power by burning fuel, which is only possible with oxygen. Turbos increase power by allowing the engine to burn more fuel by supplying air at higher than atmospheric pressure (measured in psi). Stock cars are often set to very conservative psi's, which is controlled by the ecu, thus, increasing psi through ECU tuning allows the engine to burn even more fuel, increase power drastically. On cars that are naturally aspired, no such drastic gains are possible.
