As far as I know you can't -- it only stays on for so long while your driving... and once you turn off the car, it "forgets" that recirculation was turned on.
Kind of annoying to keep turning that on everytime I get in the car during the nasty allergy/pollen seasons, but its alright I suppose.

^ Just press the fan buttons.
to the OP, I think that the recirc. turns off after 10-15 mins to make sure some fresh air enters the car. Otherwise you could end up breathing pretty depleted air after a while........

Actually, the recirc feature is designed to be a temporary option for a good reason - the interior periodically needs fresh air to avoid exhaust fumes collecting in the cabin.
Historically, MB has always done it this way - I think you'll find that it is on a timer, and has nothing to do with shutting the engine off, though doing that does indeed reset it. In the old days, the timer was set for something like 20 minutes or so....don't know what the current car is. We use it only to get initial cool-down - even in Vegas at 105+, we never had to use it longer than a few minutes.
I just checked the Owner's Manual [there's an idea!!], and it is currently set for 30 minutes in the W204. [See page 257] It will also shut off after 5 minutes if the temp is below a certain level outside, and 5 minutes after engine or AC shutoff. All documented in the manual.
