Couldn't say if it is legal or not. I have seen cars here on LI with novelty plates as well as their real plates. I don't like the look myself a bit cluttered.

I think it looks cluttered to have more than one plate on the front of your car. it is bad enough having to even place a front plate.

in some state front license plate isn't even required.

I get to be front plate-free here in Indy.
I used to live in Illinois and would just have a broken front plate bracket in my trunk, that way if I got pulled over I could just tell the cop that it broke and I was planning on fixing it soon.

i think color is not related to noticing what plates you have on or off...
what matters is location... some places enforce (ie LAX), some dont give a @#$@

so i put the plate in the windshield temporarily and parked on the street one day. i got a ticket anyway. CA is awesome like that.

Keep in mind I didn't read the replies, but to answer your question if it hasn't been, yes you can. Most people tend to put the euro plate where it should be and the state id plate on top of it so the euro plate sticks out on either side behind the state id plate.
