Well technically, yellow fog lights will work better in extremely heavy rain or in snow. This is why "true" fog lights are yellow. But unless you live some place where they will be necessary I think it's a matter of taste. Both are nice in my opinion - as long as you don't get yellow headlights

I've been tempted to change mine to yellow, but I'm still on the fence.

As previously stated, the more yellow they are the more they'd probably help in heavy snow/fog/rain. I prefer mine whiter to match the headlights and eyelids, but don't encounter much bad weather here. I just like to see what's right in front of my car when driving and enjoy the cornering lights (they're quite useful on the narrow streets here).

No, not for fogs. Some cars come from the factory with yellow fogs. Red or blue would be illegal for sure, regardless of where you use them.

Did you know using your fogs in clear weather is illegal in many areas?

Honestly, I have no idea. I've read that it is illegal here and people have (rarely) been given tickets. But I have no idea if it's true or not.
