Whining sound coming from steering wheel

I just switched out my summer rims/tires for my winters and now there is a soft whining noise that comes from the steering wheel when I turn the wheel. Even when stopped. I thought might be a tire pressure issue or balance but, car is still super smooth at low and high speeds when driving. No steering wheel vibration, just a whining noise. Any thoughts?

Same rims/tires as last winter and noise is still there when turning the wheel with the car stopped...

I should probably add that the winter rims/tires are the original 17s and all-seasons that came with the car so there is shouldn't be a fitment issue...

The noise should not be coming from the tyres or rims if the vehicle is stopped. It sounds to me like a noisy power steering pump which should be investigated under warranty.

Does it make a shreeking noise at full lock? Likely low PS fluid level causing air to make a noise when fluid vents through the pressure relief valves. These cars are very sensitive to this. Top up fluid level - turn steering from lock to lock 5 times to bleed. Check level again to see if it has dropped & top up as necessary taking temperature into account. The temp corrected dip stick is built into the PS fluid reservior cap.

The reservior is under the RHS air inlet pipe when facing the engine.

No shrieking noise and full lock. But I think Carsy may be right. I turned off the car but kept the ignition on and there was no whining noise when turning the wheel so I think it may be the PS pump. I have ruled out the tires and bushings in the steering column. I will check the fluid level and if fine I will bring it in and report back.
