However, if you compare sport package and luxury model, suspension aren't the same. Dealer told me that 10% are Luxury model in Canada due to demand. Therefore, Sport package has more value at the resale.

I'd go with the lower mileage c300. Especially if you intend to keep the car for a while. Less mileage (car otherwise being mechanically OK), means less usage, wear and tear. That means less time someone else has spent with their hands on the steering, bum on seats and general usage. When buying used, low mileage for me is always a high priority.
I presume the car is a CPO - even then, please make sure you have it thoroughly checked out by an independent mechanic who is well versed in servicing German cars.

Other than that they're practically the same car. Mileage difference isn't huge. The main factor would be that a 2012 is likely out of warranty while the 2013 most likely some time left. Or are they both CPO and have warranty? Of course I'd look at the option list on both cars too. The premium pack is standard on the c350.
