It depend whether you want a 100% job or Ok to look at from 10 yards.
It is quite possible to remove the bumper & cleverly fibreglass or plastic weld the break. I have done similar jobs with fibre glass repair using heavy glass matting to bind the two parts together.
You can then titivate the front with filler & touch up paint. Total cost approx. $20 plus your labour of love.
