OBD2 Throttle always 100%

OBD2 Throttle always 100%
Hi,
I recently bought BT OBD2 reader which connected and works just fine, shows me turbo boost, engine load, MAF etc. etc.
However I noticed that from the beginning (on 3 different applications) Throttle always shows 100.
Could it mean that my TPS is broken and it defaults to 100 on fault ?
No engine codes (also car mechanic didn't found any codes a week ago).
Is there a way I can check TPS manually ?
Car has 3 secs delay between pressing the acceleration and actually feeling the acceleration from full stop but I always thought this is just an 5 Gear Automatic thing (on all modes).
