Question Replacing the turbo waste gate diaphragm?

2013 C250 - CEL present with code P0299. Local shop (not MB dealership) diagnosed the problem, and reported seeing a hole in the turbo waste gate diaphragm. They claim the diaphragm itself cannot the replaced, and as a result the entire turbo assembly will need to be replaced. Estimated cost: $3000.

Called my local MB dealership and they confirmed that the entire turbo assembly would need to be replaced, and that they dont rebuild these assemblies. Their cost of replacement is even higher, as expected.

Does this sound right? What would be the possibility of finding a diaphragm and rebuilding the assembly?

I would look for an independent shop to quote the work. You can find plenty of used turbos on eBay for $300 shipped and a good shop can do the entire turbo swap in a few hours.
