Possible EIS issue question

Possibly have the apparently somewhat common key fob does nothing issue. No radio, no window control and not even trying to crank.

Must I go to a dealer or can a specialty European car mechanic also do the EIS replacement? Really rather not deal with a dealership and I've used this place in January for intake manifold replacement and loved them. Thanks in advance
PS. I've read about the steering lock thing being involved too but my steering wheel moves freely. So is that a possible issue as well?

Found a company online. Guy was great emailing me right back and discussed it. He thinks it's ESL and he does about 60 of these a week. $395 to fix. Send him the ignition and one key. Going to try this first before spending $1,500 at dealer
