Solved DTC code P029921, boost pressure of turbocharger too low, this afternoon with a simple part replacement (000-153-11-59). Picture shows the old and new bypass valve and the obvious problem with the old valve. Really was a simple repair with just three bolts and one electrical connector. Didn't break anything, didn't lose anything, and didn't have to buy any other parts that I damaged replacing the original part. Banner day!
I hadn't noticed any performance issues. I suppose in a way it's a fail safe design and with the waste gate open it prevents the boost pressure from rising too high. The car has 193,400 miles.
When is the 2013 c250 and it appears that this valve and the wastegate actuator are below the power steering fluid tank. I need to figure out how to take out that sucker out

Is your car turbocharged? That part is only for turbos.

I don't have a picture of your engine, but you could probably unbolt and move the PS reservoir out of the way. Even if you had to disconnect it, it is higher than the steering rack or PS pump, so just reattach and top off with PS fluid when you are done.
