Does your speedometer do this when you start your car?
Does the outer ring of your speedometer light up red when you start your car? Check out 29:58 of this C class delivery video on youtube.
Could this be Euro spec only or is there some way to turn this on in the menu settings?

C250 CDI coupe, Obsidian Black Vision Pack, Drive Assist Plus pack, Comfort Pack, Rev Camera
These are the segments used in the adaptive cruise control. (ACC) if you have this feature then these will light up.
