Rims can be fixed unless the rim is broken, even some cracked rims can be fixed. If its only superficial scratches repairing it is just like any other paint repair. If the metal itself was scratched its also easily repairable. DYI depends on your expertise, but in general, it its more than a buff out job I'd take to an expert. They'll dismount the tire, fix the rim, paint and it will be like new.

No sweat. There should be wheel repairing shops in your area. It costs about $120CAN per wheel. I did it many times and I can hardly tell the difference.

The dealerships usually contract out for these jobs. Try to go directly to them to save a few bucks.

Issues only arise on diamond cut wheels. They are more difficult and hence expensive to repair.
