Tire pressure monitor sensors (TPMS) sensors are attached to the wheel itself, not the tire. The battery/valve stem is one piece, and it's held on the rim by a nut on the valve stem.
If you don't install TPM sensors on your Winter wheels (either buy another set or carry over your existing ones), you won't be able to see your tire pressure in the driver's display and warning light will come on and remain on. If you decide to buy a new set, ensure you buy the correct ones. You can get sets of four on ebay for about $150.
