They are selling modules on Ebay to enable video in motion. Did you check Ebay.
I decided to upgrade to 10.25" it plays video in motion.

In the US video in motion is prohibited by law. Here's the best solution.

Enable it and wait and see what happens if you have to claim on your insurance after an accident.
