Yes, the AMG exhaust tips are just tips in the diffuser. The actual exhaust stops short. Part of the reason for that is because noise requirements are based on a certain distance from the end of the exhaust, so by moving them further in they can be a bit louder. Don't think you need a big pecker with a V8 under the hood...LOL! The C63 etc. have nothing to prove.

Is this a thing now? Being judged by the size of your exhaust pipe?

You can look at it that way, but the bigger exhaust tips on most performance cars are oversized compared to the actual exhaust pipes behind them. The only difference is that in some cases the tips are directly connected to the smaller pipes. One of the advantages of how AMG does it is that the tips don't get full of soot over time.
