I assume the FD had to cut the passengers out of the cell as everything is missing....

Staged, There's no glass in the street. Not enough spectators, Problaly used for a practice drill and placed there, the cuts are clean and the rr door was forced with hydraulics.

Maybe it was put there as a "don't drive drunk" message. I've seen other wrecked cars staged for that purpose, but they're usually off the road.
