The first time it happened I figured it was the soap getting in from the windshield area and again last week the same thing. So, just to make sure nothing else is causing it, I check the surpentine belt, the upper pulley to the left of the SC pulley and spins freely. I can't find anything wrong and the burning smell is gone. Is this odd or what?

i would just check all your rubber hoses. One of your hoses might touching the hot part of the engine and buring a little bit.
