I don't know what you mean by "German C55", all C55's are built in Germany, if you mean one that was made for sale in Germany and not the USA, then the rules for the 17 digit VIN don't apply, so I can't help you.
If you just meant one made in Germany for the USA, here it is for a 2006 (last model year I have info for):
WDB RF76 G* X** 6 F ------***
* This position is determined by the restraint system, and I believe I'm correct
** This is the check digit, determined by decoding all the other digits and putting them into a formula
*** The last 6 positions are the sequential production number, unique to each C55 produced, although may be repeated in other models/years.
The performance package is an option, and in Mercedes they do not indicate whether or not they have the option in the first 11 positions of the VIN, it would be determined by running the Sequential Production Number.

C55 AMG, 135i, 911 GT3, GLE43 AMG
I presume what the original poster meant was a C55 with AMG PERFORMANCE PACKAGE made for the German market.
We know that the Performance Package for the C55 was a Euro only (possibly German only) option package from AMG Performance Studio (formerly known as AMG Manufaktur). People have tried to get these Performance Package parts, but AMG has not been willing to sell them abroad. It's too bad, because I'm sure there would have been interest in buying these AMG OEM parts (6 piston front/4 piston rear brakes, LSD, "Nurburgring suspension", 19" rims, F1 safety car front bumper, etc, etc). Basically, it's similar to the Performance Package that they offer for the C63 these days.
I tried really hard through my contact to get the F1 safety car front bumper, but couldn't get AMG to ship the part to me in N. America.

If that is the case, then from what I understand, there is no way to deduce the VIN, he would just have to find one listed somewhere.

Very similar to me. I guess that's bound to happen due to the nature of their similar design motifs. (I had a glorious dream where I would piece together the parts from a 030 SLK, CLK, and non-OEM parts
