Test for what?? are you seeing if its it working or are you checking opperation presure?
If you what to see if the pump is working than just jump the relay.. If you are checking presures youll need to jump the relay and hook up a brake presure guage

Just take the relay out and jump the load to the feed.... What do you mean fade???
If you mean the pedal is going to the floor It could be a leak, bad master, contaminated fluid, or maybe a bad hose.... And all the booster does is power assit if the booster was bad the pedal would be very hard but usually with a bad booster it is followed by a check engin light because of the vacuum leak...

really thinking this is a pump, no fluid leaks so the master should be good fluid is good, the abs and esp lights are on and not working, no check engine lights

I've changed at least a half dozen master cylinders on various cars and what you're describing is what happens when the internal seal in the master goes out. A master is really just a piston with a seal. If the brake fluid gets old, absorbs water, and the cylinder in the master rusts, the seal doesn't work so well, and the brake pedal fades/doesn't hold pressure. Autohaus AZ says your master is about $130. Of course, it could be the ABS pump, but I've never replaced or diagnosed a bad pump.
