I don't believe so. Its straight forward as far asbi see. Too vacuum lines and the flap lever is all. Only thing i can think of is the "new part" being faulty....

Have you looked at the actuator when switched on and working? Do you see the lever moving or not?

No movement. I kept everything apart so i could check the flap for operation. I purchased a new part from eBay. It may be old stock or something. I will return it and try another one.
