What are these round plastic tubes for?

Looks to me like there was a plastic cover that went over that area and those are probably to accept pins from the cover, I see a place for one screw that would then hold it all in place, just a guess though. That area is open to the cowl and would collect all sorts of stuff unless covered. Are they really tubes maybe they are drains? Try pouring some water in and see what happens. By the way, the rubber hose from your washer bottle is crimped in the picture.

That box which houses the ecu probably comes from another model and those might have been utilized on that model but are not on a w202.
Maybe look at w210 e430 and see if that area looks the same??
