Manual Mode Horizontal Line

What is the horizontal line that appears in the dash display screen in front of the steering wheel when you are using fully manual shift mode? I get that the numbers to the right of the gear display flash with an upward arrow when the car is suggesting an upshift, but not sure what the horizontal line at the top means.

That's a digital tachometer. They show revs as you near redline. Think about it like the led rev lights on Ferrari steering wheels... But not nearly as cool.
