The guzzler tax is levied by the federal government on Mercedes Benz. They just pass it on to the purchaser. I tried not to pay sales tax on the gas guzzler tax but lost that battle.
Florida is your best bet. States are getting very aggressive on pursuing improperly registered vehicles.

Couple of things to note. One, if your registration does not match your drivers license state/address, you are going to find yourself in trouble if you get pulled over. You can only lie so many times before they realize that your living within the state on an out of state registration and license.

If you become a California resident, you must get a California driver license within 10 days. We have very specific rules in Nevada on vehicle registration/drivers licensing since we have no personal or corporate income tax state lots of people try to skirt tax laws here. Property ownership is ususally not a deciding factor; we use the state listed on your federal income tax return to determine your "legal" state of residence.
