I would try a clay bar and lubricant first. If that doesn't work try hand buffing with an applicator pad and a light scratch or swirl remover. A buffer would work too but just make sure you know how to use them.

Indeed, lubricant, WD40 or this stuff:
Try buffing over and over, then ultimatley use clay bar to smooth.
You are essentially "lifting" it off the clear coat. DO NOT USE THINNER, but you may use rubbing alcohol to try to dry it and flick it off as well...

Could work, but the paint is not sticky. That tar remover is for heavy duty sticky stuff and he could end up encorporating the paint further into the clear coat. The paint has attached its self to the primer. What he needs to do is hope to either get a lubricant to get between the paint and the clear coat to loosen it up or to dry it and then flick it off of the "wetter" clear coat.

Try a clay bar. If that doesn't work, find a reputable body shop. You can easily screw up your paint if you don't know what you're doing with a buffer, in which case you would have to go to a body shop anyhow...
