This may be due to a faulty buttometer, but I find that in M, the speed of the shift is dependant upon how hard I am driving, particularly throttle position.
I do about 50% of my driving in M, and when doddling around town at part throttle, it shifts pretty slowly. When pulling hard from a stop light or down the highway, it shifts much faster. Still not setting any transmission shift speed records, but much better.
