When I bought my car, I was shown the CPO process and the checks they did. From what I remember, brake pads under 50% are replaced. I got new tires with my car and a new service.

2009 C63 AMG Steel Gray
When I picked up my 2009 C63 CPO, they had serviced the transmission oil (service "A" was just done 1,000 miles earlier), replaced from brake pads (rear pads were done when service "A" was done) and replaced the two rear tires (with 265/35 18"). Wiper inserts, and some roof moldings. The car has 48K miles on it now.. riding out my last couple of months of full factory warranty. They were asking $47K and I got them down to $41.7K.
Of course I then added the 2Yr/135K extended warranty (mileage is not a concern for me, but the 1Yr CPO was too short to feel comfortable.)

Thanks everyone guys! Picked up an arctic white CPO C63 with 49k miles on the clock. added 2 yr extended warranty and tire/wheel protection. got the car for 42k. not the best price i was hoping for, but reasonable.

Humm.... The 2Yr could have been negotiated down to around $3990, seems to be the going rate. $1695 for wheel coverage seems high but I didn't pursue it so I can't say if was higher or lower than what I was quoted.
