I edited the personal bits out, of course, but what really made my case was my layoff. I had dated documentation that I photocopied and send in along with my declaration below. I was expecting to have to do traffic school, but I guess the person in charge of my case/citation was feeling compassionate.
To Your Honor and Whomever This May Concern,
My name is [...] and I am writing to you in hopes that you will dismiss my citation.
In the five years that I have lived in California, not once have I been cited for a moving violation. In the thirteen years that I have been driving, the only speeding ticket that I have ever received was over nine years ago, in South Carolina. I was lost and preoccupied with finding my route and admittedly was not paying attention to my speed. I was 19 years old. In addition to the time that I have been a licensed driver, the only accident in which I have ever been involved was not caused by me.
I mention my driving history because I am a safe and cautious driver. Even though Officer Smith’s demeanor was very polite, I felt that he pulled me over strictly based on the appearance of my vehicle. I just picked up a new car that morning from Phoenix, AZ and I was driving it home. I had paid for it in full two weeks before, but I needed to arrange a flight and logistics to physically pick it up. Just before my encounter with Officer Smith, my manager (...) called me to inform me that his team would have to be reduced. I had worked for IBM for six years, four of which were under his supervision. It was a layoff that no one I knew was expecting. Understandably, my mind was occupied on the remaining seven hours of my drive home trying to collect myself and figure out how to manage my finances while looking for a new career. As I write this letter, I am still unemployed. You could say that the day I picked up the pink slip for my car, I received a pink slip from my job. I eventually made it home 24 hours after I had departed to pick up my new car.
Times are tough and I still have friends who were laid off over two years ago who are still unemployed. I will admit that it scares me to lose a job since I have never been laid off before. That is why I am asking for your mercy and compassion to dismiss my citation or at least significantly reduce the fine amount or allow traffic school in lieu of the fine and points on my license.
Thank you for your consideration,
[Me]

Nope, just my own sales skills to compose a very convincing, succinct letter. For the record, there isn't an ounce of embellishment in my declaration.

Congrats on beating the ticket. I know how you feel. Keep your head /spirits up. Things happen for a reason and will turn out positive.
I got the pink slip back in May and luckily found a job 4 wks later. But really sucked to know not having a job and have to dip into your savings. Luckily i had 4wks of PTO that i didnt use and it covered my month of not having a job.

Thanks. I'm in talks with a couple of companies right now, so we'll see how that turns out. Worst comes to worst, I'll just focus on getting my MBA and see if the job market improves afterward.

I recognize those notes! Congrats on beating it. Having used CA's written declaration many times, I offer congrats. Well done. On the response, it will give a reason why you won - did the officer not respond? That's almost exclusively been the case in my experience.
Sorry to hear about the change in employment status. Something will work out and at the very worst, as you've mentioned, you have an alternative in school. Clearly a good head on those shoulders.
C63edition: find out if your state allows written declarations and what the rules are. Then do it. This process is very very simple. Put in the time rather than making someone else do it for you (unpaid).

PS: Not sure if you meant to be self-deprecating or not, but if you weren't, I wouldn't use the word 'verbiage.'
