Yes, if it is 9mph or less you get dropped into 1st. C mode only goes as low as 2nd.

Random question, but does the car rev match/throttle blip when in C mode? Seems like it'd be hard to stay out of the cops eye, well ear, if there was no way around it rev matching downshifts, especially with modded exhaust.
