I am quoting this "In 1970 Illinois adopted a new constitution which designated any municipality with a population greater than 25,000 as a home rule unit, securing for Chicago the power to handle most municipal matters without seeking permission from Springfield."
Basically it gives them the right to create or change laws as they see fit to protect the citizens. The laws are only enforced within city limits, but this leaves room for interpretation and it totally messes with people who live outside the jurisdiction. Tint can be legal one town over and if a driver crosses the street into Chicago they can get pulled over and ticketed.
There is a lawsuit fighting the tint law, but it really extends beyond tinting windows. How are people supposed to know what is legal or not as they travel from one city to the next? It's ridiculous.

10% 3M tint! Im in South Texas and no problems here! Only one state trooper stopped me in a span of about a year and a half for tint and no front plates!! lol he gave me a warning thou!! (knock on wood!)
