Honestly, I believe the automotive 3M tape u r using should be fine. U just need to remove everything, including the old double side tape. And start all over by cleaning everything with alcohol.

Most pieces, at least well designed ones, have a recess where the tape goes

If the recess is 1/2 mm deep you want 1 mm thick tape and so on

This way the piece will sit flush and look like it's part of the car instead of a taped on do-dad with gaps where water and debris can accumulate

Anyway, I would venture to say that you just didn't clean either surface well enough. Things only stick when both surfaces are free of oils and debris. You are doing the right thing, and it's not so much the tape, its your technique. Clean very well...
