A friend of mine and I were having a debate today as he just bought a Pre-Facelift C63 AMG.
We were debating what the biggest hp/fastest C63 AMG is, non supercharged and what mods?

^So by fully modified minus headers, you mean a tune and intake pretty much right? A tune alone should net high 11's with a decent drive on decent tires.
The real bang for the buck is that weight reduction. If you can, and are comfortable, strip EVERYTHING on track days. There is a good thread on OEM weight reduction in the sticky as well.

Here's Dodger's NA record pass, he backed it up with 50+ 10.6s, 10.7s and 10.8s. You can see a few of them on MHPs youtube channel, there

A lot of work goes into making these cars faster and faster. Whether you are road racing or drag racing will determine your course. However, the car can do both.
You guys can really get a lot from those that have gone before you and learn the weight savings, tire and wheel set ups, motor mods, suspension mods, brake mods, etc.... There's a wealth of info on here.
