if the tire is ballooning inside the sidwall mildly is the tire no good?

if the tire is ballooning inside the sidwall mildly is the tire no good?
the tire is 265 35/18 97Y, the vehicle is a 2014 MB E-350

Not sure why this is in the W204 C63 section but if the sidewall has any bulge at all the tire is garbage

Tire is trash. Swap it out soon to avoid any blow outs at high speed.

Yes, the tire is no good. Your tire warranty should cover this type of failure. It is a workmanship issue.
