CA SMOG Issues

Well it’s that horrible time of year to do that dreaded SMOG check and unfortunately I didn’t pass. The reason being is that an O2 sensor wasn’t ready, but everything else was fine according to the technician. No stored codes, pending codes, no CEL, etc. just that the O2 sensor wasn’t ready. I don’t think I have a tune because when I bought the car, I had a CEL for a couple of reasons and made a few repairs to not get a CEL for a long time.

Any idea what the issue could be? The only thing done to the car was resonator delete and secondary cat removal.

Has the battery been dead or unhooked recently, that will cause a not ready and takes a bit of driving to get back to ready. Otherwise I would suspect a tune if you have been driving for weeks without unhooking the battery and still have a not ready - if it doesn't go ready and you don't get a check engine light then you have a tune because a not ready after it finished the drive cycle will throw a code and a check engine light.

You probably need a new O2 sensor.

He should get a CEL though if it is out of range, an efficiency code or something if an O2 fails unless the channel is turned off in a tune.

I bought a battery a while back, close to a year ago. I don’t think I have a tune, but I’ll have to check.

Ya it isn't that, you should get readiness on the O2's with a few days of regular driving, week tops if you have a short commute. So you should have either readiness or a CEL if they are not ready for a reason like a bad O2, so all signs point to the O2's being turned off with a tune.
