radiator fan

Radiatior fan seems to not work on it's intended cycles. I've replaced the fan with two others and both have not worked as intended which forced me to wire the fan directly via a relay and a fuse. I was told this was not very safe for the car and the electrician told me there might be a problem with the control board.

is that the one on the fan or in the fuse box?? Coz the electrician says the fuse box might be bad
