Angry Heater/air conditioning fan stays on

Hi all, When I use the heater or air conditioning, the fan stays on after I turn off the car. Sometimes for 30-45 seconds, sometimes it will totally run down the battery. Has anyone heard of this issue?
If so, what is the solution?

Thanks in advance for any input

I've seen where a failed blower regulator causes the fan to run continuously at its highest speed. The regulator is located under the dash on the passenger side.
