Question 2003 CL600 - Diagnostic Port issue

So, the port has power and I have changed two fuses that I thought might have been the issue.
But, the OBD still does not connect to the scanner...
The scanner powers on, so it must be getting power, but does not connect to the vehicle with the car running or with just the ignition turn on.
I believe all the fuses to be working. I replaced the f81 and the f84 on the passenger side fuse box (cockpit fusebox). Although the ones already in were still good.
Any other ideas, other than a fuse as to what could be the issue?

Try the big round port under the hood in the fuse box. You will need the proper cable.
