Windshield is unclear/distorted

Windshield is unclear/distorted
Is the windshield in these cars double-pane? Mine has some defects which look like old tint, but it seems to be on the inside of the glass. I can't clean the glass any better but this distortion is still there.
I think mine is heated too, but I don't see the filament, so maybe what I'm seeing is that heated layer. I don't have a good sense for how the electrical heating for it is hooked up or where the wires are in the glass.
Unless there is some surprise solution, I'll just need to replace it. During the day its decent but at night its not clear enough.

Seems like it is a tint, going to peel it away and re-tint later.
Update: used a heat gun on a mild setting and peeled it away, much better now.
