Paint peeling off

I noticed today gassing up that my paint is bubbling and peeling off near my rear passenger tire. Is this normal for a 4 year old car? My guess is no, also can anyone recommend a reputable body shop in Houston to get fixed? I also want my front end rock chips fixed.

You are correct, went to a MB certified repair facility called Caliber Collision and he said it was resprayed but they only primered the panel and didn't use clear coat. No big deal because for $1200 they are going repair full panel and fix my rock chips on hood and bumper. Guaranteed to be repaired to factory brand new specs. Not stressing over it because it is almost a 5 year old car and even after repairs I am still in the car right.
