Actually just a Mis....but still illegal. Just about every major intersection in the major cities are watched by big brother traffic cams which will neatly tape you as you signal the emergency sytem to change signal to green.

After several days of legal research, the Michigan Department of Transportation said infrared traffic light changers available to the public via the Internet are illegal in Michigan.
Its decision was based on a law dating back to 1949 that prohibits altering a traffic signal.
"It's a civil infraction. That's little more than a slap on the wrist," said MDOT spokesman Benjamin Kohrman.
MDOT supports clarifying the law and increasing penalties.
The devices, reported in Sunday's Detroit News, have caused concern among police and traffic engineers because -- in the hands of the public -- they can wreak havoc, as individual drivers take control of intersection lights.
The devices are now used by fire trucks in some communities.
State Rep. Aldo Vagnozzi, D-Farmington Hills, is proposing a law that would make using or selling the devices a felony.
Michigan Sens. Tony Stamas, R-Midland, and Jud Gilbert, R-Algonac, are working on legislation to outlaw the purchase, possession or use of traffic-light changers for nonauthorized users.

Many of localities use the opticom controller. The opticom is NEMA compliant and most of the other controllers work with it. It's quite a popular spec for cities and most newer intersections (particularly in LA) use them.
The problem is, these things do work, however they are only for law enforcement and emergency rescue.
I would not want to get caught with one of these...
