heater blower regulator problem

Heater blower works fine but can't get air to the floor. Opened vent and the flapper stays shut. I think that it is the regulator. It is still under warranty but do not want to tie car up for who knows how long. I checked the heater fuse(OK). Is there a fuse somewhere else for the regulator? Any easy tips before I tie up the car?

it's not the regulator. most likely you have a vacuum leak that's preventing the vents from adjusting.

I'll bet it's the footwell element that's bad. You can check by accessing the switchover valve block that is behind the glove compartment. Remove the appropriate tube and give it a little vacuum. If the flap opens, then the element is ok. If you can't get it to hold vacuum, or if the vacuum pressure slowly decreases, then you have an element problem.
