exactly.
foglights can be turned on with just the parking/driving lights on or the parking/driving lights and headlights on.
in either position (with just parking lights or both parking and headlights on) pull the switch toward you.
one "click" and the front foglights are on.
two "clicks" and the front foglights and rear foglight are on.
(just one foglight in rear)

There is only one foglight in the rear so that people do not think you're stepping on your brakes.

It's on the driver side taillight. When you pull on the switch to get your fog lights on pull on it one more time and it turns on the rear fog light.
I agree that it looks weird, when on it looks like your passenger side taillight has a light out.
